I discovered that the error in my version of MATLAB is because the Computer Vision tool has expired and I have to buy it knowing that the version of MATLAB that I bought is for students and scientific research. The problem is when I log in from my account to buy this tool, it asks me to buy MATLAB and I had bought it previously and offers me an option from my account If I have a copy of Matlab, and when I enter it, I do not find a way to buy, but options, what do I do?

If you use the Add-on Explorer I think it might allow you to purchase against your current version.
Note that Mathworks only permits purchases for releases for a small number years. I do not know what the current limit is. My understanding is that historically the limit was purchase was possible before 1 1/2 years, but that might have changed.
You might need to contact sales to purchase against an older version.
You might be asked to pay software maintenance for the period between when you were last covered and the current release.

But I cannot communicate because I am from a country far from America and my mother tongue is not English, and I did not find a way to talk to them in conversations

Select the contact country from this page:
Then you should be able to find someone that speaks your language and is in your time zone.
Otherwise, use Google Translate
and type in your question and send it to support@mathworks.com or the sales team.
