Assistance on offline installation of documentation

I went through the referred link and I am failing to comprehend step 2 and 3. I am kindly requesting for the meaning of "Navigate to bin/<arch>, where <arch> is the operating system for this computer." Because when I try to run the step 3 command on cmd , I am getting the error "mpm not recognized as an internal or external command"

I am also getting the same message.
Someone please elaborate on the above point.

Hi @Ivan Tadiwanashe Chuma and @Swarup Sewalkar, just to clarify, did you mount the iso image file before executing the commands and did you open the cmd in the right folder?

Answer:
The /bin/<arch> folder is within the .iso file which is downloaded earlier.
User need to nevigate to the 'bin' within the unziped .iso file.
It has worked for me.
