May i know the relation between dare command usage and optimal control concept of cost function?

Optimization is the process finding a control law which reduces the cost function.
This is the question i am referring to:
Design an optimal controller corresponding to the cost function J(y, i) = i^2 + ρy^2 for ρ = 0.01, 0.1 and 1. Use T = 0.02sec. Plot the step response of the closed loop system for initial y displacement in each case.
I have attached the corresponding MATLAB code.
Please explain in detail the relation between cost function above and optimal control.
