How do I count the fluctuation (minima and maxima or up and down points, or just ups/maximum points ) with in a signal spectrum?

I have a signal with multiple pulses, containing multiple fluctuations. I want to count the number of fluctuations in each pulse. As you can see in 5th pulse there is lots of fluctuation.Is there any way to count the fluctuation with out any filter? I can count the starting and beginning of each pulses using zero detection but I am unable to calculate the fluctuation.
