How can I run Matlab with a local license?

I am struggling with this annoying problem whenever I use Matlab on my university laptop. It used to be the case that it'd work at least when I was connected to the university network but it no longer does that. This is the error I get:
I can no longer use Matlab on this machine even when I am at the university and connected to the university network directly.
Is there a way to change this? Is it possible to have the license validation be done locally? Is it possible to set it up in a way where I won't need to connect to anything external for Matlab to work?

If it used to work but no longer works even when connected to the university's network, I suggest contacting the university's IT department to see if something changed with the network or the license server. If they are unable to diagnose the cause of the problem, the next step I suggest is contacting Technical Support using the Contact Us link in the upper-right corner of this page. Your license administrator may need to be involved if there are any changes needed to the license server or the way your license is administered, which is why I suggested checking with IT first.

I emailed the IT folks and am waiting for their response on the matter.
