If I have an individual license, am I free to use any version of MATLAB available?

You can download previous versions also and run them. See https://www.mathworks.com/downloads/web_downloads/select_release - this link works only, if you have a license. So if you do not have one: you will find a list of all releases up to the one you have bought.

The above is true for Standard licenses (also called Professional or Commercial). It is believed not to apply for Student licences. I have not been able to tell whether it applies to Home licenses. It should apply for most Academic licenses, but I have seen reports that there might be a few it does not apply to, but some of of those are due to misunderstanding by IT staff.
Note that for institutional licensing, the licence contact can control who is permitted to download MATLAB at all. (Those would not be Individual licenses though.)
For sufficiently old versions of MATLAB, it may be necessary to ask support for a download link. Until recently back to R13 was available for download but some of the earlier versions are not on the list anymore. With sufficiently old releases, it may be necessary to ask Support for a license key.
