That is a wavelet coefficient that has a significantly smaller value than the others.
See also: Fourier transform, linear transforms, inner product.
To do: Set a wavelet coefficient to zero, do the inverse transform and compare with the original, test with setting one of the larger/smaller coefficients to zero and see what difference this makes after the inverse transform.
