how i can create two debendace matrices

i want to create two matrices which the second column of the first one is the addtion of its values and the difference between the first coumn in the second matrix and first column of the first matrix and so on

Then we don't have any answer, because I can't understand what you want to do.
One way to make a matrix where "the second column of the first one is the addtion of its values" is to simply make a matrix of all zeros.
For the second matrix, you say " the difference between the first coumn in the second matrix and first column of the first matrix". But that's not a complete sentence. The difference is what? What about the difference? Where does it go? And if you don't have the second matrix yet (because you're supposed to create it), then how are you computing a difference using it?
And what does "debendace" mean? I can't find any mention of it in the internet except for your question. What is a debendace matrix?
Why do you want to do this anyway???
