Don't use question marks in the folder name (perhaps). Also folders under the c:\Users folder are normally automatically created when you make an account for the users. Are you sure you already have made a user account for "???????? ????????" (if a name like that is even possible)?

I don't think parent folders need to be created because I think mkdir will create those as needed, but do you already have a "C:\Users\???????? ????????\OneDrive\?????????" folder?

Is "???????? ????????" an adminsitrator, and you are not or also an administrator? I don't think you're allowed to create a folder under "user" of an administrator (other than yourself).
