Simulink doesn't "run" + error 126

Hello,
I have issues with Matlab. Whenever I start the program, the notification "LoadLibrary failed with error 126: the module was not found" (actually: "Das angegebene Modul wurde nicht gefunden"). Now when I just don't interact with the window and keep on working, everything seams to be alright. I tried to solve this issue nontheless and did everything, which I was able to find in other topics in this forum
-> update of graphic card drivers, "OpenGL software renderer", "set(0,'DefaultFigureRenderer','Painters')"
but it didn't help. The installation was fairly recently, so I don't think that installing everything anew would be very helpful.
Today I also started Simulink with the tutorial "Simulink Onramp" but whenever I try to run a simulation, no time elapses and nothing appears in the "Training Assessment" field.
Both issues might be related, but I am not experienced at all with problems like that.
I have a Windows7 Laptop from Acer.

Does the LoadLibrary problem occur when you start MATLAB, or when you start Simulink within MATLAB?
Is there more to the error message?

I started having this very same issue after installing a windows update this afternoon. The error shows up as soon as I open MATLAB of any version (I tried 2014b, 2017a, 2018b, 2019b). How to solve this? I am using Windows 10
