Can the figure toolbar be enabled for docked figures post-R2012b?

Prior to R2012b, docked figures had the regular figure toolbar, just like undocked figure windows. In later versions, there's just a tab bar. By R2018b, we have a contextual axes toolbar, but still no figure toolbar.
What I'm looking for is access to the figure toolbar (or even the menubar) for a docked window without having to undock it every time I want to do something with it. I know certain things (e.g. print/save) can be done programmatically without the toolbar, but that kind of seems like a usability regression.
I've tried setting the figure.MenuBar and figure.ToolBar properties, but they seem to have no effect when docked.
Any ideas? I primarily use R2015b, but occasionally use R2019b depending on where I am, so I don't know if that's going to change the answer.
