Retrieving csv file from a http address

I would like to download a csv file from the http address which looks something like
It downloads the file when the above is pasted in a browser window.
MNB_21_10_11.csv
How do I do achieve this within Matlab? I would like to read in the contents of the file into an array. URLread does not work as it is not html code I wish to import
