Some values are decided by the designer like 1) Input voltage according to the source you have, 2) Output Voltage according to the voltage rating of the load, 3) Capacitor voltage ripples and inductor current Ripples below the maximum handling range, 4) Switching frequency. All these values when put into the equation (18) and equation (25) of the texas document given below will calculate the value of the inductor and capacitor suitable for your operation. From my experience, I would suggest you put a little greater value of inductor from what is calculated. Though all the values are given in the simulation.
