Whay Does "License Manager Error -39" appear in my Matlab R2013a?

I am using an Academic license for Matlab R2013a. I am interested in using Symbolic Math Toolbos and Simulink. But every time "License Manager Error -39" appears. Please let me know how can I fix this error?
