issue of compatibility of CCS with windows 7

I am working on TMS320C6713 DSK but the CCS v3.1 is not compatible with windows 7. how can I resolve this issue? also the MATLAB I am using is R2013b but its MATLAB coder is not generating c codes and showing the error of compiler not available
