how to input different variables as input in Neural Network

i have 4 attributes to be used for flood forecasting, namely rainfall, slope, flow accumulation and landuse/land cover, I need to provide these data as input to train neural network for flood forecasting? any suggestion on that how to do that.

Use an input matrix, x, with N 4-dimensiomal column vectors. Use a target matrix, t, with a 2-dimensional matrix of ones and zeros.
