Trouble shooting installation.... not able to install matlab 2009a

I'm trying to install 2009a version of matlab but whenever i click the setup.exe it displays a black window for a second and exits.... I tried to execute it using the run as administrator but it gives a message box saying " c: \document~1\tauseef\locals~1\temp\. A temporary file needed for initialisation could not be created or could not be written to. Make sure that the directory path exists, & disk space is available.
