How do I change the border color of a uipanel?

I have a GUI with multiple panels and I'd like to change the color used for the panel outline. From the help menu, it seems like I should be able to use the 'ForegroundColor' property. However, when I change this property, only the color of the panel title text changes. The border line around the panel stays the same default (gray) color.

I'm running MATLAB R2013b on OSX 10.9.4. Any insights would be much appreciated!

Should be the 'HighlightColor'
