What options I have to get a license of hdl coder?

You will need to contact Mathworks for pricing for that particular product.

Note: HDL Coder is not available for Student licenses or Home licenses.

Where can I contact them? because I tried contact them, but the page says that sales manager isn't available to students and home users.

If you are a Student or Home user, then you cannot get HDL Coder at all (except by buying a commercial license.)
