How to determine PLL Regulator gains

I have a sinusoidal signal in Simulink.

I want to extract the frequency of the signal to detect frequency variations.

I use a PLL block.

How can I determine the best Regulator gains of the internal PID controller that maximize the effectiveness of my system?

I work around 20 kHz, with variations as fast as 5 Hz/s.
