In neural network, how to specify initial bias according to the known initial weight?

I got my initial weight for my neural network, but I do not know how to set the corresponding bias.

Insufficient Information.

 How did you get your current weights?

 All initial weights and biases should be random. 

 For example:

 rng(seed)
 net = configure(net,input,target)

Please see the paper titled "Accommodating spatial associations in DRNN for space–time analysis" in which a spatial weight matrix was used to initialize the weight.
