I would like to transfer my Matlab and Simulink licenses to a new person in the company. How can I accomplish that? Thank you.

The license administrator of record should access https://www.mathworks.com/licensecenter/ and "redesignate" the license.

Hi! I have a perpetual individual license. The Software Maintenance Services (SMS) subscription is already expired. Can I transfer my license to another person with a different computer? Thanks!

In cases where self-service on the web is not possible, please contact MathWorks Customer Service department

I'm not a license administrator of a group of people - someone else in my company is. So I can't see that option when I sign in. If you are a group administrator, and can't figure it out, then call them and they'll talk you through it.
If you're just a single user, it all depends on the license. There was even a US Supreme Court case over it.
Here's a search, but really, you should just call them for phone help.

In the time since I posted the above "Yes", I have come to understand that the official Mathworks position is that you are not permitted to make these kinds of changes to your account unless you have active SMS. I have never understood the rationale for this.
