Why are you installing your own SVM for R2013a? R2013a has SVM in the Statistics Toolbox; see http://www.mathworks.com/help/stats/svmclassify.html

If you have the Statistics Toolbox and R2013a or later, you do not need to install SVM.

Please show the command you are using to try to compile svm.

mex -setup does not compile, it only configures mex. You would have needed a line such as
mex svmtrain.c
instructing mex what to compile.
