Will the Parallel Computing Toolbox allow me to launch and run multiple Matlab projects on multiple computers concurrently?

Yes, but those other computers will need to be licensed with the MATLAB Distributed Computing Server. Your Parallel Computing Toolbox allows you to submit jobs to MDCS which is running across multiple computers.

How do I get a MATLAB Distributed Computing Server license(s) for the other computers that I would like to run individual MATLAB on concurrently ?

You'll need to purchase the MDCS license and may need to purchase a switch so that they can be tied together.
