MATLAB Coder is an option extra-cost product. It is available for Academic licenses, if you are eligible for those as a Research Scholar. For Student Version licenses, R2016a is the first one for which MATLAB Coder is available.

You could probably still add MATLAB Coder to your R2015b license without being required to bring your license up to R2016a. You would need to ask your sales person about that possibility.
Depending on the agreement your location has with Mathworks, it is possible that your location is already authorized for a license and you just need to install, or just need to get a key and install. Your IT support person or your sales representative should know more about that.
