Here is an approach, with symbolic way:
syms x1(t) x2(t)
eq1=diff(x1,2)+diff(x1,1)+x1+diff(x2,1)==0;
eq2=diff(x2,2)+diff(x2,1)+x2+diff(x1,1)==0;
solx=dsolve([eq1,eq2]);
x1(t)=solx.x1
x2(t)=solx.x2

I do not know how to use ode45. Maybe you should open a new question in forum.
