PID-control of velocity for coupled vehicles in MATLAB

Hi, I have a car coupled with a trailer with the velocities v1 and v2. How can I control the velocity v2 of the trailer as a function of v1 (velocity of car). For example, v2 should settle after 10 seconds into v1 with a maximal 3 overshoots? Can't figure out the code...
