Is it possible to add a secondary axis using plot tools and without touching the code?

If you can touch the code, use the PLOTYY command. This would be more reproducible.

With the PLOTTOOL you can add an AXES object:

plottools on
% Figure menu > Insert > Axes

Afterwards you can adjust the properties of the new AXES as wanted, e.g. YAxisLocation -> right, Color -> none, etc. Look in the source of PLOTYY to find more useful changes.
