Is this a legal Matlab reseller?

My friend would like to buy a commercial version of Matlab for his business of software. He found a website of Matlab re-seller. Could you please let us know if the following website is a legal re-seller of Matlab?

Any problem to use the Matlab downloaded from this website for commercial purpose?

I think you should contact MathWorks to determine which companies are authorized to sell MathWorks' products.

That company is selling old versions at a highly discounted priced. In the US that would be legal ONLY if the Mathworks allowed it due to this famous lawsuit where the US Supreme Court said (or basically said, since it refused to review the lower court's ruling) that licensed software cannot be transferred and resold:

I know that SHI https://www.shi.com/ is (or at least was - not sure of current status) an authorized reseller but they sold only current versions, and the discount was very minimal. You'd have to call the Mathworks for currently authorized resellers.
