Distributing python applications that use Matlab engine

If a python code uses the matlab engine and is distributed, does the computer its running on require Matlab or the matlab engine to work?

The MATLAB Engine API for Python provides a package for Python to call Matlab as a computational engine. The engine supports the reference implementation (CPython). Matlab supports versions 2.7, 3.6 and 3.7.
As per the installation instructions of ‘Matlab Engine API for Python’ , the computer requires a supported version of Python and Matlab R2014b or later.
