I have no idea how to input this into MATLAB. Every time I do I get an error.

What have you tried? Did you read the help for the function limit? Have you looked at the examples in
doc limit
Do you know how to use parentheses? Have you read the getting started tutorials in MATLAB? (Why not?)

You have to declare x as a symbol. Try it this way
syms x;
f = (x^2 + 3 * x) / (x ^ 2 - x - 12); % your function
result = limit(f , x , 4);
