In R2016a, after opening the "Classification Learner" App, all the options are totally blur(shaded), due to which I am unable to open any Tab in that App.

In your first screen shot, the "New Session" button is enabled.

In your second screen shot, the red text below the Step 2 section of the window states "No response selected. Select a response variable." Select another variable in Step 2 and tell MATLAB to "Import as" a response variable
