Limitation to extract the ROI from a video ?

There is any limitation (such resolution etc.) to extract and track the ROI during a video ?

For exemple, on ths video, it is possible to extract the noise and/or mouth shape ?

Of course there are limitations such as resolution.

Hypothesize that there were no limitations such as resolution in tracking an individual mouth.

Under such circumstances, it would follow that if Voyager 2 were to take a picture of Earth from its distance of about 121 AU, that it would be able to individually track the mouth of everyone who was out in the open on the Earth in the direction hypothetically photographed by the space probe. This is, of course, impossible.
