Do you know any technique for background removal of patchy image using IP toolbox?

I am having an image with patches or blocky effect. I want to remove that borders of blocks sothat image will be continuous. Is there any method in MATLAB for the same?

Sounds like an overly compressed jpeg image. You can try blurring the image with conv2() to make it smoother, but it won't increase the resolution.
