How to Make this Plot?

I am currently working on my Bachelor Final Project and I need help how to make this kind of plot. Any kind of help is appreciated, thanks!

- You can plot the region/ polygon use plot. You should be having these coordinates of lat, lon in shape file.
- You can show up the gray squares inside the region using pcolor and colormap.
- You can display the numbers using text.
