Have you a Control System toolbox?

You do not have an array called step, or a function defined called step, either in that m-file, or any other step.m file on your search path.

There is a "step" function that's part of the Control System Toolbox for that release. If that toolbox isn't installed, you would get this error.
It's also possible that you are missing a file that your program needed to run where someone had defined "step".
