Tuning a transfer block questions...

Greetings everybody, I have a few questions regarding a certain task at hand, namely optimizing the output of a p-transfer function.
I have extremely limited knowledge of simulink and we have covered only the bare minimum of it, a mere 4 days of studying it.
I have been given a task, in which I would appreciate your thoughts on it, if you may.
If you could take a look at this screenshot, it would help better understand the situation. http://imageshack.us/photo/my-images/824/regulatori.jpg/?sa=0 Namely, I have been given an oscillating link PT2 (p-transfer function), that I have to tune to match as much as the red graph on the right. I assume, I can use whatever means of regulations as I please, although we have only covered only linear waves.
The given block, as far as I know, is an aperiodic wave, that will slowly reach 0 after reaching the peak amplitude 0,8. My main problem in tuning this are the 2 rising edges, how would you recommend solving it ? I was thinking of using delay blocks for that. I do not have the slightest idea on how to combine transfer functions, where we could get 2 rising edges after a certain period of timing, it is the timing that I do now know abou, am I right on about using delay blocks for it ?
I have also looked up PID regulators, the autotune section, it looks like a very handy tool to have, but it appears I have the same problem, the rising and falling edges, how do I create them ? Delay blocks ?
I have also looked up a certain block called repeating sequence, in there I can form any wave I wish, is there a possibility to combine the repeating wave with my transfer function block ?
This would be my biggest question, creating rising and falling edges i nthe regulator section, any clues ? Delay blocks would be my bet
