How to do segmentation in vehicle plate with 2 lines number?

Hi all, i want to recognise the character in plate with template matching. But i have problem with 2 lines plate. I just need to segmentation the first line of the plate and recognise it.

How to do that. I have insert this code, but it didn't take an effect.
