How to connect 2 Traffic light and sensor also one timer Together

Hello

I would like to simulate 2 traffic light and sensor and one timer Together

My idea is about first traffic light after 5 min from red change to green . then when something pass sensor second traffic light start counting from up to down .

and I am using R2013a
