Problem 1837. Find the index of the largest value in any vector X=[4,3,4,5,9,12,0,4.....5]

The given function returns the index of the maximum value in a given matrix. such as X=[4,3,4,5,9,12,0,5]

Ans= 6

if maximum value exist more than 1 time the function returns the index of first instance.
