Matlab class for the translated Weibull distribution. Written for the paper https://arxiv.org/pdf/1911.12835.pdf .
The translated Weibull distribution, sometimes also simply called "3-parameter Weibull distribution" is a parametric probability distribution.
We use the parameterization and variables names that are also used in doi.org/10.1016/j.coastaleng.2017.03.002 .
