How to code the said statement regarding Skin Detection?

Help me in coding the below mentioned statement.
For skin detection purpose minimum and maximum skin probabilities of input RGB image are calculated. Data using normalized skin probability used for producing gray threshold at zero which gives binary image.

I would probably look farther into the paper than just the abstract. It will probably tell you in there.
