Ploting a graph on two x-axis and two y-axis

Dear Image Analyst, Sir, I want to plot a graph with two x-axis and with two y-axis. Lower x axis range should be 0 to 10,Upper x-axis should be 5 to 45.On y axis black and white ratio which is varying.
