How can I draw a arrow

How can I plot/draw a vector(with first point and it's length and direction) I want it with it's head(be arrow not only a line) an arrow by its location and size and direction

annotation('arrow',x,y) doesn't works ;how does it works(what are x & y) thanks

x and y are the normalised co-ordinates of the start and end position:
f = figure;
ax = axes('parent', f);
annotation ( 'arrow', [0 1], [0.25 0.5] )
