Hi, I want to know what does the Xs signify in time delay networks. I got some thing like this Xs{1,2} = [0.003930 0.001703 0.000347] I want to know what does this cell contain?

If your input vector is X, the input delay vector of nonnegative ordered integers is ID, and
d = max(ID)
then
Xs = X(d+1:end);
Hope this helps.

After searching the documentation, it seems you’re using distdelaynet or timedelaynet. According to the documentation for both, that vector is delays or input delays, and in the example code corresponds to Xs. The documentation seems to explain it all, even with a diagram of the net and where the delays appear in the net architecture.
