What is the best reference to learn machine learning?

Hi there,
I am an Aerospace Engineer holding a Master of Science in Engineering Mathematics after a 5year BSc. in Aerospace Engineering, that's I am an Applied Mathematician. But, I haven't taken any course before on Machine Learning and I want to add this topic to my knowledge. Here, I found a course "Machine Learning using Matlab", which I think is useful. Please can any specialized in this topic give me a peice of advice:
1) regarding whether this course is practically useful?
2) Whether using Matlab can substitute for using Python and libraries like SciKit for machine learning?
3) Also, I need to know what are the best resources to have enough practical knowledge for an Applied Mathematician about the area of Machine Learning?
Taking into account that I found a resuorce prepared by MathWorks "Machine Learning with Matlab ebook" that is suggested for those unfamilair with the topic.
