how can i make a simulation for a 4way traffic light controller?

good day. im new in matlab and i need to have a simulation for my formulated 4way traffic light controller for my thesis.i prefer not to use the fuzzy toolbar since im creating a new mvl approach.. i don't know how to start it..do i need to make a model using simulink or just create a code? im totally confused...really need help...
