Re-Activation Does not solve "License Manager Error -9"

I recently installed Matlab 2013b and I get "License Manager Error -9" when I try to run the program.
I've attached a screen shot of the error message.
The troubleshooting page for this error suggests reactivating the software, and also redownloading the license. I have tried both of these solutions, but neither have worked.
The computer that I installed Matlab to had the program on it previously, but the hard drive that it was installed to was replaced.
Now, the main hard drive is "H:\", rather than "C:\".
I see that the drive name could be an issue, but I am not sure how to fix the license issue!
