How to have top x axis with different scale as compared to bottom x axis for same plot?

I want to replicate the same thing shown above. I want to have different scale for top and bottom x axes. Can you please suggest me the easiest way to do it? I am not very familiar to Matlab coding and I have been using plotting tools available in Matlab.

Try fhe FEX submission <plotxx-m FEX> -- I've not used it, but looks like it does nice job...
