Hi nai jun an,
The "xpctarget.tlc" file is specific to the Real-Time Workshop feature in MATLAB, and it is generally the same for a particular version of MATLAB across different installations. However, there could be slight variations or updates to the file depending on any patches or updates applied to MATLAB. In most cases, the "xpctarget.tlc" file should be the same for the same version of MATLAB installed on different machines.
So, if you have access to another installation of MATLAB R2015b you can try copying the file from there. The "xpctarget.tlc" file is present in MATLAB installation directory under the toolbox directory. If that is not possible, you can uninstall MATLAB and reinstall it again.
Hope this helps resolve your issue.
